Programme Assurance
PASS Framework model v0-1 18-06-21.png
Why would I need Independent Programme Assurance?

Transformation programmes which change businesses tend to be large, complex, multi-year and all-consuming for executive, managers and staff alike. It is important to have confidence in your strategy, approach and outcomes as well as knowing

that you are doing the right things in the right way.

Claverton’s programme assurance framework (PASS) gives you that confidence. Its proven methods evaluate core transformation dimensions.

  • PASS provides impartial, independent advice geared to your successful transformation journey

  • PASS is outcomes focussed, helping your entire programme to work together towards common, shared goals

  • PASS helps and coaches the programme to succeed; it does not ‘police’

  • PASS advocates that prevention beats the cure

What does PASS deliver?

Programmes don’t fail in the end, they fail in the beginning so Claverton has designed our Programme Assurance Framework (PASS) to ensure that your programmes do not fail to prepare, and then prepare to fail. As a result, we advocate external, independent assurance first being applied to the initiation phase of your programme, ensuring that the foundations are in place and are solid.

  • Early warning: about emerging risks and issues, enabling proactive correction

  • Actionable intelligence: prioritised recommendations with proposed plans, calls to action and next steps to resolve risks and concerns

  • Confidence: in what you are doing well, that you are in control, and can proactively resolve issues before they become showstoppers

  • Confirmation: that actions from previous assurance reviews have been successfully completed, and were impactful

What does a PASS process look like?

Claverton offers 4 PASS levels described below:

Each of these can be tailored to your specific requirements as we assess the scope of your assurance needs.

What does a PASS consider?

Within the framework, PASS can examine and conclude upon a wide range of factors such as:

  • Business and Transformation Strategy

  • Target Operating Model and Organisation Design

  • Transformation planning, governance & control

  • Programme Management Office effectiveness

  • Team dynamics and effectiveness

  • Management dynamics: financial, contracts, stakeholders

  • Solution design and integrity

  • Change management

  • Business readiness

PASS will provide advice sufficiently in advance of key deliverables or milestones to allow corrective actions to take place.

The outcome of each Claverton external, independent assurance activity typically includes:

  1. Prioritised recommendations, each with a call to action

  2. An early-warning assessment which will identify potential risks and issues

  3. Confidence in controls and governance, stating where any corrective measures are required

  4. An assessment of the effectiveness of the team, collaborative customer and vendor relationships and stakeholder buy-in
